The Ōtaki to north of Levin highway, often called Ō2NL, is a 24.2 km four-lane expressway that will extend the Wellington Northern Corridor from Ōtaki to the north of Levin. It includes a separated shared path for walking and cycling.
Horowhenua District Council reports that construction began in late 2025, with completion expected in 2029. Large projects can change their timing, so check the NZTA project page for the latest.
Council describes the existing state highway through Horowhenua as one of the country’s most dangerous roads, with 49 deaths and serious injuries in the five years to 2017. The new expressway is intended to make that journey safer and more reliable.
The expressway will also pass under the planned East-West Arterial, which links the Tara-Ika growth area on the eastern side of Levin. If you are looking at a property on that side of town, or close to the route, it is worth understanding where the highway and the arterial will sit.
Nobody can say yet how the project will affect individual property values, and we will not pretend to. What we can do is help you ask the right questions.
Start with the route maps on the NZTA project page and the Horowhenua District Council project page. Then order the property’s LIM from council and read what it says about the land. Ask the salesperson named on the listing what they know about the property’s position relative to the route.
